Mainly for elderly and senior citizens for buying 4D and TOTO as their primary hobbies. Without it, nothing for them to look forward to weekly. Cannot imagine if without Singapore Pools, how are they going to pass their time week after week.
As for the rest of non passive gamblers, it's a good place to place small bets for the fun of it.
